One of the easiest and most efficient ways that Boulder can lower their carbon footprint and continue to make progress on a cleaner air environment is to work with Excel and convert the Valmont electricity generating plant from coal to gas. Boulder does not need to waste its financial and personnel resources on developing their own utility simultaneously developing a new public bureaucracy that will continually need funding for employee retirement plans etc. Better to stay invested in a plan that puts the most financial resources into the best, most effective solutions. Develop a 20-30 year plan to utilize reliable and clean gas for electricity generation, while we then look to move towards solar and wind as possible, realizing that we cannot rely on these sources 100% to provide Boulder's emergency electricity generating needs.
