I think banning disposable plastic bags is over the top, taxing their use is even worse. Reuseable bags are gaining popularity, but why does government have to push it's weight around and take away choice from the citizens. Eventually, if the idea has merit on its' own it will win, but this program doesn't help. It will become an additional tax (yes tax) on those citizens who can least afford it. And paying the City of Boulder .16 to educate the people about how good the program is in the first place is unethical use of government power.
