The Civic area should be developed in concert with the idea of protecting the citizens, city employees, municipal infrastructure and downtown businesses from the dangers of the next 100 to 500-year flood. This may require moving municipal buildings out of the flood-way to a new municipal campus, or reconfiguring buildings in the Civic area. The creek channel through the Civic area might be reconfigured to allow for more detention of flood waters which could protect area businesses and people from flood damage. |
