The Civic Area needs diverse and active uses to attract all sorts of people during most of the day. In order to do that we need to provide safe and comfortable settings, and uses that complement the existing open space, civic and riparian places; We also need inviting pedestrian and transit linkages to this area from the historic downtown, campus and surrounding neighborhoods and greater community. New uses should include arts facilities,outdoor event spaces, people watching plazas and promenades, restaurants/cafes,private mixed uses, urban water features, world class art, and new pedestrian oriented civic infrastructure to create the linkages, settings and operational capacity.
