Cafes are a great way to bring people to the civic area year-round, and throughout the day and night. Boulder could use more late-night cafes, and the civic area is a great spot for this--after all, it's right between the college campus and the Pearl Street mall. The lighting and presence of many people might make the space brighter and safer at night. Currently, many people feel intimidated by the large homeless population and are afraid to walk, bike or hang out there. Cafes could address this issue and be charming on their own!
